Exactly. I pay about $100 a year to host wikis (in 2 year intervals). If renting a webhost is not an option for you, maybe ask around and see if anyone is interested in offering free services to wikis?

Yes, WinRAR works too. But if you want this to go online, you'll need to arrange hosting (at a price, of course). If this is just a test install for your own personal use, you'll need more than just the MediaWiki files and PHP, namely the Apache server, and an SQL server, either Postgres or MySQL.

Have you installed 7-Zip? 7-Zip is needed on Windows to open .tar.gz files, which is what they are contained in.
