The short version is that the game is part of a second party Nintendo series and preliminary plans were made for a Nintendo of Europe localisation, but development could not progress due to an unexpected trademark dispute. Thanks for your edit Toast and long time no see! ^^ An IP just edited, unfortunately Inazuma Eleven GO Galaxy in particular isn't allowed since it seems Nintendo didn't publish the game in any region(?).
